Qiana Hines-Taylor, RN, MSN, ACM is the Chief Executive Officer of River Vista Behavioral Health located in Madera, Ca.

Qiana comes with over 23 years of experience in both general and behavioral healthcare. She is a recognized thought leader, innovator, mentor and clinical expert in behavioral health.

Qiana is a senior healthcare executive with a passion for transforming care delivery and improving patient outcomes. With a deep expertise in care management, utilization management, population health, and behavioral health operations, Qiana has successfully led large, complex teams and initiatives across diverse healthcare settings.

Qiana’s leadership experience includes spearheading critical programs in Care transitions, Medicare 5-star strategies, Medicare risk management, and special needs programs. She is dedicated to ensuring high-quality care through innovative strategies and partnerships, ensuring every initiative aligns with the overarching goals of enhancing patient care and organizational strengths.

Qiana has received her Master of Science in Nursing with emphasis in Leadership and is expected to complete her Doctorate within the upcoming months. Qiana has spoken in various forums, deemed an Expert in Readmission Prevention, keynote speaker for the Annual CAHSAH conference and was nominated for the Outstanding Nurse Awards for Senior Serve HERO program.
